About this project
The restructuring of the Liberia Sustainable Management of Fisheries Project realigns the operation's scope, objectives, and implementation arrangements to reflect findings from the Mid-Term Review and progress noted during the April 2025 follow-up mission. The Project Development Objective (PDO) is refined to: “To improve fisheries management effectiveness, strengthen aquaculture production capacity, and enhance livelihoods of targeted fishing communities in Liberia” This adjustment clarifies priorities and ensures a realistic, achievable focus on sector governance, sustainable aquaculture development, and improved livelihood outcomes for targeted beneficiaries. The restructured design emphasizes three mutually reinforcing components that directly contribute to the new PDO:• Component 1: Improving management and governance of fisheries• Component 2: Improving value-addition of fish and fish products• Component 3: Support to aquaculture developmentThe restructuring responds to implementation realities: the MTR concluded the original design was overly ambitious within the remaining timeline and budget, with major infrastructure works (including the Mesurado port and related landing sites) no longer feasible.
