About this project

Operation Abstract: Summary Description of Proposed Project (Restructured as part of Level 2 Restructuring package, 2026)The project aims to significantly scale up access to electricity and water services in priority areas of the DRC while improving utility governance and performance and strengthening public institution capacity. It targets provinces prioritized in the Country Partnership Framework 2022-2026. Following the Level 2 deep restructuring agreed at the February 2026 Mid-Term Review, the project's scope has been reduced by approximately 50%, refocusing exclusively on activities that directly contribute to the PDO and are realistically achievable before the September 30, 2029 closing date. As a result, a partial cancellation of US$100 million of IDA financing has been processed, reducing the total IDA envelope from US$600 million to US$500 million. Project components 1 and 2 will address market failures (e.g., tariffs, regulations), support SNEL reform and REGIDESO transformation, and strengthen governance, regulatory and implementing capacity of national institutions. Component 3 will use grants to leverage private sector investments through the Mwinda Fund — the primary vehicle for expanding electricity access — following the cancellation of the SMG sub-program for Kananga and Mbuji-Mayi. The combined IDA, GCF, and AFD financing is expected to mobilize private capital through Results-Based Grants and risk mitigation instruments in coordination with IFC and MIGA. I…
