About this project
This AF will finance cost overrun, scale-up activities, emergency interventions, and capacity building across Components 1 and 2, with targeted institutional support under Component 4. The AF brings total project financing to US$530 million, comprising US$430 million IDA and US$100 million in commercial financing. The component structure of the project remains unchanged.Component 1 — Electrification via Grids (AF Allocation: US$82 million): The AF finances cost overruns and design change under Component 1, as follows:(a) Construction of the new climate resilient Gassi 225/90/30 kV substation and procurement, SCADA works at the existing Gassi substation, and installation of switchgears (New Activity: Subcomponent 1.1 US$18 million). The Gassi substation will complement financing already provided under the Cameroon-Chad PIRECT Interconnection project, providing Chad with the receiving infrastructure necessary to import electricity from Cameroon upon commissioning of the interconnection. The design of the substation will ensure that climate hazards do not harm the substation using dedicated materials.(b) Installation of the Commercial Management System (CMS) and 5000 smart meters in N’Djamena to increase revenue collection in N’Djamena (New activity: Subcomponent 1.1 — US$3.0 million). CMS will enable TchadElec to automate and efficiently manage the commercial process including billing and revenue collection. The planned acquisition of 5000 smart meters will further support the…
