About this project

The Somalia Enhancing Public Resource Management Project (SERP, P177298) was approved by the Board of Executive Directors on December 14, 2022, and became effective on October 30, 2023. As of March 31, 2026, the project has been effectively under implementation for about two and half years years. The Bank conducted a mid-term review (MTR) of the project in September 2025 and the MTR identified the need for additional financing and recommended for the project to be restructured with a closing date extension and revision to the project scope and results framework to achieve the PDO. The rationale for the additional financing (AF) and restructuring is to improve operational efficiency for the Federal Republic of Somalia and the Somali citizens, that will include; a) dropping activities that have not been initiated, are no longer realistic to meet their related results indicators and are non-critical to the PDO and results framework, b) prioritizing activities that have been initiated and that are critical to achieving results; c) funding priority activities which will require reallocating budget across components; d) revising results indicators/targets to align with what is feasible to be completed within the project timeline, including consideration for new indicators that better reflect contribution of key project investments; e) extending the closing date by one year from December 31, 2027, to December 31, 2028, to allow for completion of critical activities with additional…
