About this project
This additional financing of USD 155 million includes third restructuring of the Integrated Flood Resilience and Adaptation Project (IFRAP) to scale up climate-resilient housing reconstruction in Balochistan following the 2022 floods. Building on earlier restructurings that established the Housing Reconstruction Unit and partially addressed financing gaps, the proposed Level 2 restructuring will reallocate resources from Component 2 to Component 3 and introduce a new sub-component on Internship and Skills Development, while updating the Results Framework; the PDO and closing date remain unchanged. The additional financing is driven by strong implementation performance and field verification of a substantially larger pool of eligible beneficiaries than initially anticipated, with the housing component demonstrating high disbursement and utilization rates, confirming readiness for scale-up under the Series of Projects approach. The combined financing—new IDA resources and reallocation—will close the remaining gap and support climate-resilient housing grants for an additional 116,946 households, increasing total coverage to 213,946 beneficiaries and raising total project financing to US$400 million, thereby enabling full coverage of all confirmed eligible households.
