About this project

The PDO is to increase the Agri-food system's resilience to climate change and strengthen food safety and quality. The proposed Additional Financing (AF) aims to accelerate and expand the adoption of Conservation Agriculture (CA) by reducing farmers' production costs and offering commercial incentives. While large-scale farmers are increasingly adopting CA, particularly small and medium-scale farmers face adoption constraints such as temporary yield reductions, limited access to specialized equipment, and low access to climate-resilient seeds. The parent operation addresses supply-side adoption constraints, while the AF focuses on boosting farmer buy-in (with a focus on small and medium-scale farmers) by reducing production costs and increasing farm profitability. The AF will be implemented in the Rabat Sale-Kenitra region (RSK) through the Regional Directorate of Agriculture of MAPMDREF (DRA RSK) as the implementing agency. New activities under the AF focused on accelerating the adoption of CA and boosting farmers resilience and incomes by using an innovative e-voucher scheme, which provides in-kind incentives (seeds and direct seeding services) to farmers at different stages of CA adoption during three consecutive agricultural campaigns. It is anticipated that farmers continue practicing CA practices even after the phase-out of incentives reducing production costs given improved yields and incomes.
