Das Vorhaben zielt darauf ab, die Klimaresilienz der Stadt Rishikesh zu erhöhen und die Versorgungsstrukturen zu verbessern. Investitionen in Infrastrukturmaßnahmen sollen Klimarisiken wie Überflutungen und Wasserknappheit adressieren. Maßnahmen umfassen blaue/grüne Infrastruktur, verbesserte Wasserver- und Abwasserentsorgung sowie klimafreundliche Verkehrsinfrastruktur. Der Projektträger ist die Behörde für Stadtentwicklung von Uttarakhand.
