2ème phase de prêt de politiques publiques visant à accompagner la mise en oeuvre de la NDC philippine, s'organisant autour de trois axes de réformes : (i) renforcement de la planification, du financement et des liens institutionnels en faveur de l'action climatique ; (ii) résilience au changement climatique ; (iii) atténuation des émissions de GES / renforcement des trajectoires décarbonées.
