About this project

GCDG will lead the full implementation cycle, including beneficiary identification, verification, distribution, monitoring, and reporting. The nomination base will be a pre-existing list of approximately 3,500 fishermen names obtained from the Syndicate of Palestinian Fishermen. During the inception phase, GCDG will verify this list at the household level, and then apply rigorous vulnerability-based selection criteria — including household size, presence of persons with disabilities, elderly household members, women-headed households, absence of alternative income sources, and level of dependence on humanitarian assistance — to identify the final 1,500 beneficiary households. Beneficiary lists will be cross-checked with the Food Security Sector (FSS) master list to prevent duplication. Oxfam will manage the direct financial transfers to the contracted retailers, ensuring compliance with requirements and fiduciary standards, while GCDG remains responsible for all field-level implementation and beneficiaryengagement. The voucher modality hasbeen selected because it preserves beneficiary choice and dignity, injects purchasing power directly into the local retail economy,and avoids the logistical complexity and market distortion risks of in-kind food distribution.
