About this project

A preliminary gap analysis of Thailand’s inclusive water governance and climate adaptation policies, combined with previous experience and lessons learned from the SCR project, highlights several critical challenges. In northern Thailand, particularly Chiang Rai province, abnormal rainfall patterns and extreme climatic events have increased community vulnerability and food insecurity. This was vividly witnessed during the severe flooding in September 2024, which devastated the project’s target areas—ranging from flash floods in Ta Ton (Mae Ai) and Muang Chiang Rai, to prolonged inundation in Sob Ruak and Pak Ing Tai. While communities utilized adaptation mechanisms developed during previous phases, the unprecedented scale of this disaster underscores theurgent need to upgrade local systems and scale the model. Rising economic and livelihood losses are placing an increasing fiscal burden on taxpayers due to the escalating public costs of disaster response, compensation, and infrastructure rehabilitation. The 2024 flood also revealed emerging issues of river contamination, specifically regarding transboundary pollution from upstream mining operations in Myanmar. The massive water flow transported sediment potentially laden with heavy metals (such as manganese and arsenic), raising critical concerns about long-term soil toxicity and health risks for riverine communities.
