About this project

Somalia remains one of the world’s 18 hunger hotspots, with food insecurity driven by recurrent droughts, floods, conflict, and economic volatility. Over the past five years, an average of 3.8 million people; about 22 percent of the population have facedIPC Phase3 or worse conditions. The October–December 2025 projection shows that more than two-thirds of the country’s 90 districts have at least one population group (rural, urban, or IDP) in IPC3+, while 21 districts have pockets of IPC 4 Emergency. Humanitarian ResponsePlan of Food Security and Livelihoods Cluster partners identified 4.5 million people in need. Of these 2.5 million people are prioritized to target with required funding of 515 million USD. As of November, only 1.3 million people are reached and 77.8 million USD – only 15 precent of required funding is secured. Food Security plans of HNRP were funded 66 percent in 2024 but only 11 percent bySeptember 2025. UN World Food Program (WFP) issued official communication in October 2025 to discontinue its cash-based assistance to 800,000 people every month starting from 1 November due to unavailability of funds. Among Oxfam’s 26 targeted districts, 9 include population groups reaching IPC4, and over 20 have populations in IPC3+, with an average 30 to 35 percent of population in crisis or worse compared to 23 percent nationally.Oxfam’s current food security response has achieved 40% of plan due to available funding.
