About this project
On 17 July 2026 the Municipality of Puerto El Carmen de Putumayo and Hospital San Miguel – Quina Care Foundation jointly requested the support of the Dutch Disaster Risk Reduction & Surge Support (DRRS) programme to address a rapidly worsening river erosion emergency threatening Puerto El Carmen and its critical infrastructure.Since the Putumayo River changed course in 2010, severe riverbank erosion has destroyed the town's riverbank protection, drinking water intake and various infrastructures along the river walkway. The erosion has now also reached the Hospital San Miguel grounds, where buildings have already collapsed into the river, placing the main hospital building — and the only hospital serving the border region — at imminent risk.Given the urgency of the situation and the potential loss of essential services and parts of the town, DRRS support was requested to help assess the situation and identify effective short- and long-term risk reduction measures. Discussions with the Municipality confirmed that sufficient funding is a major barrier to address the erosion, underscoring the need for external support to help prioritise and realise effective action.
