About this project

The Programmatic Approach to Developing Economic Opportunities (PADEO) is a new way of supporting sustainable international cooperation. The Dutch government introduced this approach in 2021 to improve collaboration between PSD programmes across various countries. By using PADEO, the project partners bring together knowledge, resources and funding, and achieve a greater impact. In Tunisia, the system that has been chosen to work in is the agrifood sector. The main challenge to address is to stimulate jobs for youth (15-35 years old) in the sector (from farmer and producer organisations to the market).The inception phase of PADEO in Tunisia has been completed, and the Embassy of the Kingdom of the Netherlands (EKN) has entered the implementation phase. During this phase, the project partners will use a reflexive monitoring approach, which emphasises learning from both actions and from each other. The goal of reflexive monitoring is to continuously make adjustments based on lessons learned, always with the ultimate objective systemic impact in mind. Rather than focusing solely on what is happening, the project partners will also explore how and why things are happening. This process-focused approach helps them better understand the complexity of the systemic change they envision, and take appropriate actions to reach it.
