About this project

The assignment aims to support the Bangladesh Water Development Board (BWDB) in transitioning from a project-based approach to a process-driven organisation to improve the sustainability of water infrastructure and break the Build-Neglect-Rebuild (BNR) cycle.Under the Partners for Water (PVW) programme and in alignment with the Bangladesh Delta Plan 2100, this intervention focuses on addressing systemic barriers to effective operations and maintenance (O&M) and institutionalising asset management practices.Phase 1 (September-December 2025) will deliver a comprehensive systems mapping, identifying key stakeholders, interdependencies, governance gaps, and leverage points for reform. Based on successful completion of Phase 1, Phase 2 (January-February 2026) will develop a co-created roadmap for systemic change, outlining prioritised actions, stakeholder roles, and strategies for sustained implementation. The assignment contributes to strengthening water governance, institutional reform, and long-term resilience of water resources in Bangladesh.
