Consultancy on Housing Finance and Maraza development 2025-2027

About this project

Support to SDUBeira in the realisation of agreements with developers or financiers for new phases of construction of climate resilient and affordable houses in the (mini-) pilot area of Maraza. The consultant will advise SDUBeira and take part in discussions with potential financiers and developers and will advise on attractive and solid financial structures for the affordable housing chain in Beira. The consultant is expected to work closely together with the SDUBeira management and to build on the knowledge and deliverables that have been gathered in previous years of development of affordable housing in Beira. In the initial phase Casa Real, Empowa, the International Labour Organization (ILO) and GAPI Bank are the logical cooperation partners. A Letter of Intent (LoI) is signed in January 2025 for this purpose. If other opportunities for cooperation with financiers and developers occur, they will be explored and further developed. The expert will explore and advise on potential parallel tracks for next phases and advise on a strategy to promote the development of Maraza after the first houses are constructed.
