About this project
The Mekong Delta plays a vital economic and political role for Vietnam, contributing approximately 18% of national gross domestical product (GDP) and serving as the country’s primary agricultural and aquaculture production region. However, infrastructure development in the region is severely constrained by a shortage of construction materials, particularly sand.Licensed river sand reserves for the period 2023–2026 amount to approximately 26 million cubic meters, while the estimated demand for expressways and provincial transport infrastructure alone reaches approximately 90 million cubic meters. Existing supply therefore covers only about 29% of infrastructure demand. At the same time, unsustainable river sand extraction has contributed to severe erosion, with an average of 500 hectares of land lost annually. Reduced sediment supply from upstream and climate change impacts further aggravate this situation. In addition, coastal provinces (Can Tho and Vinh Long) have many land reclamation projects in the 2026-2035 period that require a large amount of sea sand as leveling material, estimated at around 200 to 300 million cubic meters.Offshore assessments indicate substantial potential marine sand resources. Pilot use of sea sand in expressway construction in Soc Trang in 2023-2024 has demonstrated compliance with construction standards. Against this background, the establishment of a structured, state-managed offshore sand reserve and supply mechanism is considered necessary to…
