About this project

Support to Residential Green Economy Financing Facility (GEFF) in Moldova through High Impact Partnership on Climate Action (HIPCA). Moldova’s residential stock is severely outdated and energy inefficient. The Project will reduce energy consumption and increase energy independence from volatile and harmful fossil fuels in the country. Financing, incentive grants, first loss-risk cover (FLRC), advisory and awareness services will promote the switch to energy efficient and renewable energy technologies across the residential sector of the economy. Building on the existing gender gaps assessment from the previous Moldova GEFF programme, Gender experts embedded in the programme’s TA, will provide a brief assessment of pertinent gender gaps in the Moldovan residential market. On that basis, the experts will provide targeted support to PFIs to firstly, collect sex-disaggregated data on their respective current share of female beneficiaries as part of their residential programmes, and secondly, ensure they are well-equipped to implement the MoGEFF programme in a gender-responsive way. The aim is to increase the supply of green finance available to women, by specifying a minimum share of female beneficiaries for each PFI and channelling at least 20% of the Programme’s funds towards women sub-borrowers. In addition, the consultants will ensure that women are well represented among (potential) sub-borrowers benefitting from training and capacity building support.
