ASPIRE III

About this project

The Project supports Phase 3 of the ASPIRE Multiphase Approach to transform the West Bank and Gaza energy sector by improving grid performance, diversifying resources, and encouraging private investment to reduce implementation risks. ASPIRE III (July 2025–December 2028) focuses on critical West Bank investments and possible rehabilitation in Gaza, building on strengthened institutional capacity and lessons such as flexible design, streamlined procurement, and robust monitoring to enhance impact and maintain stakeholder trust. The program is organized into four components: grid infrastructure upgrades and a PETL SCADA system (US$28M), scaling distributed solar PV and demand-side energy efficiency (US$14M), technical assistance and implementation support (US$6M), and a contingent emergency response mechanism using uncommitted funds if needed. PENRA, supported by the PMU, will implement all phases with each phase carrying its own PDO and aligned results framework to ensure adaptive, transparent, and sustained progress in the region’s energy sector. Funding will be channeled through the PFRD Trust Fund (PFRD TF).
