About this project
Building on the results of Phase 1, MSP Phase 2 aims to move from planning to implementation by strengthening marine spatial planning as a continuous, knowledge-driven process. The project will support policy development at national level and practical application in selected coastal provinces, with particular emphasis on improving data systems, analytical tools and institutional capacity to generate, share and use knowledge across sectors. Through structured processes for coordination, learning and adaptation, MSP will be further developed as a dynamic framework that evolves over time, rather than a one-off plan. By combining science-based information with practical experience from implementation, and by aligning sector priorities and investments, the project seeks to translate existing knowledge into operational decision-making that balances economic development with marine conservation and provides a more predictable foundation for long-term ocean management. This foundation is vital as Viet Nam undergoes administrative restructuring and institutional mergers. The project provides a technical anchor to ensure MSP and Integrated Coastal Management (ICM) frameworks remain robust and functional during the 2026 - 2030 stabilization period, safeguarding strategic goals during this transition.
