About this project

This Action aims to enhance the operability and efficiency of the railway line managed by Zambia Railways Limited (ZRL) and the regulatory and business environment of the railway sector in Zambia, making freight movement by rail competitive to promote mode shift from road transport, in line with the Zambia 8th National development Plan 2022-2026, the National Transport Policy 2019-2028, the ZRL Strategic Business Plan 2024 ¿ 2028, the ¿development of economic corridors¿ as per the Mid-Term Review (MTR) of the Multi-Annual Indicative Programme (MIP) for Zambia and the EU Gender Action Plan III (2021-2025).The Specific Objectives (Outcomes) of this Action involve the improvement of the railway infrastructure and the policy and regulatory framework of the railway sector in Zambia (including from a gender perspective).It is foreseen to improve the signalling system and the sections of the rail line in worst condition, decreasing the risk of derailment and increasing average train speeds. Improved speeds and safety are likely to result in higher traffic volumes, as the railway becomes a more attractive option for freight transport. It is also foreseen to update the regulatory framework of the railway sector in Zambia by creating a modern railway access system for operators, updating the Railways Act of 1984 incorporating open access and modern safety, environmental, gender equality, accessibility and interoperability standards and proceeding with the vertical separation of ZRL.Th…
