About this project
Bolivia is one of the countries with the highest levels of solar radiation in the world with the Altiplano region exhibiting the highest average. This presents a unique opportunity to reduce its over-reliance on hydrocarbons which is at the source of its macroeconomic deficit as well as to advance in the decarbonisation of its electricity mix. The EU support to the overall programme ¿Energy Transition with Bolivia¿ through 2024-2027 envisages an EU grant contribution of up to EUR 27M, out of which EUR 5M have been already mobilised under the AAP-2024 for Phase I. Phase II, under the AAP-2025, proposes an EU grant of EUR 16M, and an indicative EUR 6M may be used for Phase III under the AAP-2026 or 2027, depending on the outcomes of lithium investments preparation. Action 1 continues the logic initiated in 2024 with Phase I, combining investments mostly in solar and a contingency for emerging needs on lithium allowing Team Europe to respond swiftly to a now rapidly evolving race with Russian and Chinese competitors. This represents a modular asymmetric approach, which depends on how the lithium component evolves. For energy projects to be effective, the governance and legal grounds for investments need to be sufficiently prepared. To contribute towards this goal, Action 1 includes an allocation for further technical assistance. Accordingly, Action 1 involves two components:Component 1 foresees a EUR 12M investment grant to move forward to Phase II (implementation) of the 2024…
