About this project

The European Union remains committed to the stability of Lebanon, and acknowledges the difficult circumstances Lebanon is experiencing domestically and as a result of regional tensions. The proposed intervention follows European Council Conclusions 17 and 18 April 2024.The Action aims at promoting safety, security and stability in Lebanon. The Action will contribute to long-term capability of the relevant Lebanese stakeholders (duty-bearers) to enhance safety and security by preventing and responding to security threats derived from organised crime, cybercrime, terrorism and smuggling, in line with international standards, the respect of the Rule of Law and human rights-based approach. The action also intends to target the stakeholders engaged in counter terrorism and smuggling in Lebanon (including the Lebanese Armed Forces (LAF), which plays a central role on this topic in Lebanon) by promoting a culture of cooperation and sharing of information.The specific objectives/outcomes of the action are: (1) the organisational efficiency and effectiveness of the ISF in combating organised and cybercrime and promote cybersecurity is strengthened; (2) the trust of the Lebanese citizen in the ISF is enhanced; (3) the capabilities of security agencies to counter terrorism are reinforced and (4) the capacity of security agencies to address smuggling and trafficking of people and goods, in line with international standards is enhanced.
