About this project

The proposed 4-year capacity development (CD) program (SEE III) will build on the achievements of previous phases (SEE I and SEE II). The program will support the consolidation of ongoing reform progress and further advance reforms to develop transparent, effective, and resilient institutions in key areas of tax policy (TP), RA and PFM.

The short-term focus aims to provide critically required technical expertise to reinforce the recovery from the multipronged, post-pandemic impact and from spillover effects. Consolidating fiscal risk management practices, enhancing the efficiency of public investments, improving revenue efficiency by eliminating unproductive tax incentives, addressing structural issues to raise revenues in an equitable manner, strengthening taxpayer compliance, and enhancing core RA functions are key, including to fully recover from the pandemic.

The medium-term priorities will be shaped by: (i) the need to achieve fiscal consolidation and (ii) the enabling role of fiscal institutions to support impactful recovery programs.

The program will also expand to incorporate CD in emerging areas. Priority will be given to familiarizing authorities with good practices and supporting reforms in the areas of TP, climate, digitalization, and gender inclusion.
