About this project
Metro Water Trading Services are accountable and have the needed financial and operational capacities to access performance-based grants and other finance sources and deliver sustainable and reliable water services. The Support to Metro Trading Services Programme TA under Cities Support Programme (MTSP-TA) is a project under Denmark’s Water Reform Programme Support for Sustainable and Reliable Urban Water Supply in South Africa. Developed by National Treasury of South Africa in collaboration with the Department of Water and Sanitation, the MTSP is a key element of the strong South African water reform agenda and aims to address the crisis of services provision in South Africa’s eight metros. The MTSP is a new 6-year programme introduced in phase 3 of the Cities Support Programme (CSPIII). To galvanise the turnaround, the MTSP is expected to provide a total amount of USD 3 billion in performance grants as incentives to South Africa’s eight metros to professionalise and improve service delivery in three trading services; a) water and sanitation, b) electricity and c) solid waste. Denmark's support is aimed at supporting metros in delivering of the agreed performance indicators in order to unlock the above mentioned performance grants.
