El proyecto busca fortalecer el Estado de Derecho en Uruguay apoyando políticas de convivencia, seguridad, justicia y derechos humanos, centrados en las personas y enfocándose en la cohesión social y la inclusión. Incluye la modernización institucional, capacitación del funcionariado y la mejora de modelos preventivos y de respuesta ante violencias, criminalidad y vulnerabilidad, en especial para mujeres, personas privadas de libertad y niños, niñas y adolescentes.
