About this project

The project is aimed to strengthen the capacity of Guatemala to elaborate and submit its First Biennial Transparency Report (1BTR) and the Fourth National Communication and Second Biennial Transparency Report (4NC/2BTR) as combined report to comply with the established Enhanced Transparency Framework (ETF) for action and support, established by Article 13 of the Paris Agreement and its Fourth National Communication. The ETF was established under the Paris Agreement to build international accountability, mutual trust, and confidence, and ensure transparency of climate action and support received. For the elaboration and submission of the BTRs, Guatemala needs to further enhance its capacities to follow the common modalities, procedures, and guidelines (MPGs) adopted by Decision 18/CMA.1 at COP24 in Katowice, which establishes the methodologies to be used by Parties in their reporting and review under the ETF. Besides, at COP26 the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA) adopted the guidance for operationalizing those MPGs. Decision 5/CMA.3 contains this guidance, and its annexes provide relevant information and common formats for each of the reporting requirements for the BTRs. These reports focus on the countrys efforts and progress on climate change issues. The 1BTR and the 4NC/2BTR will be developed in collaboration with the National Adaptation Plans and with the implementation strategies of the mitigation and adaptation…
