About this project
Madagascar faces multiple climate hazards including tropical cyclones, droughts, and floods. The WMO Global GBON gap analysis (June 2023) identified significant limitations in the countrys observational network that require urgent intervention. Currently, the General Directorate of Meteorology (DGM) operates 20 synoptic surface observation stations, while ASECNA manages 4 GBON-compliant surface stations and 2 upper-air stations. To achieve full GBON compliance, Madagascar must upgrade 9 existing surface stations, establish 2 new surface stations, and implement 1 additional upper-air station. The technical approach involves replacing outdated infrastructure with modern Automatic Weather Stations (AWS) where repairs are no longer economically viable. Three existing AWS require specific technical interventions: solar panel replacement, wind tower reinforcement, foundation rehabilitation, lightning protection system upgrades, and perimeter security enhancements. The project incorporates a comprehensive capacity building framework supported by an experimental business model that will undergo iterative refinement throughout the implementation cycle. These technical improvements will ensure reliable meteorological data acquisition, enhance numerical weather prediction capabilities at both national and global levels, and strengthen Madagascars climate resilience through improved early warning systems.
