About this project

One of the most important barriers for the effective implementation of the NDC and climate policy in RoC is limited access to climate finance. For example, climate finance needs to the effective implementation of RoC’s NDC 2.0 are estimated at 8,190.15 million USD by 2030, and the implementation of the NDC 3.0, currently under development, expected with higher ambition will require more resources According to OECD (2023), climate finance mobilized by RoC was only 440 million USD between 2002-2021 and the African Development Bank indicates that the current climate financing deficit in RoC is estimated at 1083 million USD.The Republic of Congo has a structured institutional framework for addressing climate change, with the Minister of Environment, Sustainable Development, and Congo Basin (MESDCB) serving as the National Designated Authority (NDA) to the Green Climate Fund (GCF). The National Climate Coordination Committee (NCCC) ensures multi-sectoral alignment, while the Agency for Environmental and Sustainable Development (AESD) leads implementation efforts. Climate focal points across key ministries support the integration of climate priorities into sectoral plans, complemented by active engagement with civil society and the private sector.
