About this project

Lebanon faces a complex convergence of environmental and economic challenges. The country must comply with its obligations under the Kigali Amendment to phase down hydrofluorocarbons (HFCs), potent greenhouse gases widely used in refrigeration and air conditioning (RAC) sectors. However, Lebanon’s fragile economy, aging infrastructure, and limited technical capacity pose serious barriers to adopting low-global warming potential (GWP) alternatives. The existing high dependence on imported HFCs, limited training infrastructure, and high costs and safety concerns of alternatives add further constraints.Expected Results: Stage I of Lebanon’s Kigali HFC Implementation Plan (KIP) aims to reduce HFC consumption by 40% by 2032, avoiding over 1 million tonnes CO2-equivalent emissions. It will achieve this by:• Converting manufacturing processes in commercial refrigeration and RAC sectors to low-GWP alternatives;• Strengthening national policies and enforcement frameworks for HFC control;• Upgrading training centers and certifying technicians to improve servicing practices and minimize emissions;• Conducting national awareness campaigns and stakeholder engagement to ensure sustainable behavior change and market uptake of alternatives. These integrated efforts will enable Lebanon to meet its Kigali targets while also improving energy efficiency and building long-term resilience in key cooling-dependent sectors.
