About this project

The programme’s intended beneficiaries include local government agencies and policymakers, private sector stakeholders, and, most importantly, vulnerable populations—especially ethnic minority women and girls, children, adolescents, and the elderly—who face barriers to accessing essential services and development opportunities. By leveraging the complementary mandates and technical strengths of the participating UN agencies and through close collaboration with government and community partners, the programme seeks to strengthen local systems, empower communities, and develop scalable models for inclusive, climate-resilient development that can inform similar efforts in other rural areas across China and globally.
