About this project

Despite ambitious environmental and climate objectives, Lao PDR remains vulnerable to theimpacts of the Triple Planetary Crisis and reliant on a growth model dependent on naturalresource use. Recent economic and financial difficulties resulting from external and domesticfactors have exacerbated the gap between Lao PDR’s ambitious environmental policy andresources available to implement this agenda. As recognised by the Government of Lao PDR anddevelopment partners at February 2024 Roundtable Implementation Meeting, economicdifficulties have driven Lao PDR “to rely on natural resource extraction as a coping mechanism”– often at the expense of environmental sustainability.1Responding to a request from the Ministry of Planning and Investment, the United Nations JointProgramme on Coordinated Technical Assistance to the Government of Lao PDR on Green andClimate Finance seeks to provide integrated support to addressing policy and resource allocationincoherences through the implementation of chapter 5.3 on “Green and Climate Finance” of the9th National Socio-Economic Development Plan (NSEDP) Financing Strategy, endorsed by PrimeMinister H.E.
