Initiation Plan (IP) for Scaling the Local Government Initiative on Climate Change (LoGIC)

About this project

The Initiation Plan (IP) will run for a duration of 12 months; it will be a preparatory phase aimed at bridging the gap between the completion of LoGIC I and the development, approval, and launch of LoGIC II, which will lead to full-scale roll-out. The LoGIC IP is designed as a transition and readiness phase that directly supports the GoB in aligning climate adaptation financing and governance with national priorities and strategies. The goal is to provide support to the Local Government Division (LGD) to transition the LoGIC model to the national scale up and technical assistance to the Economic Relations Division (ERD) to initiate and complete technical studies (e.g. Cost-benefit analysis, feasibility studies, various tools and financing models etc.), capturing lessons learnt and setting the foundation for the operational, financial and institutional systems that are necessary for sustainable LoGIC II as a transformative, government-led/owned, and financially viable model for local climate adaptation. The Initiation Plan will also provide technical, operational, and policy support to the LGD and the ERD in preparing and funding the Development Project Proposal (DPP) and the Project Document for LoGIC II; designing a blended finance model; ensuring institutional memory and community engagement; conducting relevant feasibility studies on Nature-based Solutions (NbS), community resilience and partnerships with the private sector; developing schemes for linkages between value…
