About this project

Under-investment remains a huge constraint for biodiversity conservation: the financing gap for the Philippine Biodiversity Strategy and Action Plan (PBSAP 2024-2040) is USD 1.24 billion/year . In response, the DENR BMB and UNDP initiated Phase II of the BIOFIN Project to build capacity and support various finance solutions. The following barriers remain to fully implement the National Biodiversity Finance Plan (NBFP): weak institutional capacities for resource mobilization; low public/private sector investments for biodiversity; biodiversity investments not benefiting IPLCs; increasing agricultural subsidies impacting biodiversity; and limited participation of local governments and private sector in biodiversity investments. The project aims to increase public and private sector biodiversity investments and reduce financial flows with incidental environmental impacts to support the KMGBF-aligned PBSAP targets. Four components will deliver the project outcomes: (1) Improved management effectiveness of NBFP implementation, (2) Increased financing for local BSAPs, (3) Reduced agriculture-related subsidies with incidental environmental impacts, and (4) Effective Advocacy and Partnerships. By supporting financing of the PBSAP, these outcomes will directly benefit 7,000 people especially IPLCs, and improved management of 70,833 ha of terrestrial protected areas (PAs), 46,985 ha of Marine PAs, 19,900 ha of restored land and ecosystems, 29,000 ha of landscapes and 32,000 ha of mari…
