About this project

Angola continues to face deep structural constraints to inclusive and sustainable growth. High unemployment—particularly among youth and women—intersects with widespread labour informality, persistent poverty, and low productivity across key sectors. Youth unemployment (ages 15–24) is estimated at approximately 54%, while women experience consistently higher unemployment rates than men (INE, 2025; to be validated). Informality dominates the labour market, accounting for nearly 79.6% of total employment, with even higher prevalence among young people, women, and rural populations. These labour market challenges are compounded by poverty and human capital gaps. An estimated 40.6% of the population lived below the national poverty line in 2019, and the Multidimensional Poverty Index (MPI) stands at 0.282. Education and skills mismatches—especially in science, technology, entrepreneurship, and agribusiness—limit access to higher-productivity and formal employment opportunities.
