About this project
Pre-stabilization in Gaza is intended to help maintain the window of opportunity created by the Comprehensive Plan and UNSCR 2803 (2025) and to take advantage of the halt to major violence and renewed (but still limited) international access to Gaza. By strengthening Palestinian governance, community safety and service delivery, and community resilience to reduce the risk of re-emergence of non-state armed group influence, preventing further displacement pressure, and maintaining a multilateral posture, pre-stabilization will help create enabling conditions for a future governance transition and for Gaza-wide PA-centered service systems when political conditions permit.
