PIP_Sustainable Agriculture Clusters and Logistics Enhancement (SCALE) Inception Phase

About this project

The current Project Initiation Plan (PIP) is intended to lay the groundwork for full-scale implementation of the Sustainable Agriculture Clusters and Logistics Enhancement (SCALE) project. The SCALE project document has been developed in consultation with JICA and submitted for review in October 2025, with implementation envisaged to begin in late 2026. Prior to full-scale implementation, a structured Inception Phase is required to finalize technical and institutional designs, validate cluster locations, strengthen the legal framework for cooperative operations, and complete key assessments.
