About this project

The Rwanda Resilience and Inclusive Transformation Portfolio (2026–2029) is an integrated programme designed to support Rwanda’s transition toward a climate-resilient, diversified, and inclusive economy. It responds to structural development challenges by moving beyond fragmented projects to a system-wide portfolio approach that strengthens institutions, promotes innovation, and mobilizes sustainable financing.The portfolio is built around three transformative shifts:strengthening climate resilience through institutional capacity, policy coherence, and sustainable energy solutions;transforming the economy from agriculture dependence to a diversified, technology-enabled growth model that creates quality jobs; andfostering social cohesion and inclusive governance by empowering youth, women, and persons with disabilities while improving service delivery.Through these shifts, the portfolio aims to deliver three system-level outcomes: a climate-resilient and inclusive country, a competitive and diversified economy, and a cohesive society with stronger trust, justice, and accountable governance. Implementation is led by key Government institutions with UNDP acting as a convenor, catalyst, and system integrator to scale innovative and sustainable solutions nationwide.
