Sustainable and Green Infrastructure Project

About this project

The proposed project will support Pakistan's sustainable and green infrastructure through the issuance of a $250 million (CNY equivalent) Panda Bond, supported by guarantees from ADB and AIIB. The complementary guarantee from ADB and AIIB will bolster market trust, enhance credit ratings, and optimize financing costs. The bond issuance is a key component of Pakistan's broader strategy to diversify external financing sources and enhance its global financial standing. The Bond proceeds, backed by the guarantees, will finance a set of economically, socially, and environmentally transformative subprojects, addressing national priorities in water governance, energy reliability, and healthcare capacities. The project is aligned with the following impact: national economic transformation characterized by accelerated economic growth, substantial reductions in GHG emissions, and significant decreases in poverty incidence, fostering a resilient, sustainable, and inclusive economy by 2035; and Pakistan's debt sustainability strengthened through diversification of external financing. The project will have the following outcome: access to international capital markets to facilitate sustainable financing of public services and infrastructure enhanced.
