El Programa consiste en mejorar las condiciones de movilidad urbana, turística y logística; y la gestión de los recursos naturales a través del saneamiento básico de aguas residuales en el corredor de la Carretera Litoral (CA02), y en consecuencia, estimular los esfuerzos de desarrollo humano, productivo y turístico para contribuir a la mejora de la calidad de vida de las personas.
