About this project

This proposal outlines a time-bound initiative to support Viet Nam’s post-disaster recovery through targeted capacity-building activities that fall within JICA’s eligible support categories. Specifically, IOM Viet Nam will partake in the Viet Nam Disaster and Dyke Management Authority (VDDMA)’s initiative to revise national disaster preparedness and response training materials that reflect recent administrative reforms and evolving risk contexts. In particular, the project will have two parts. Firstly, the project will support VDDMA’s coordination and evidence-based development of the revised training materials by carrying out a needs assessment survey among the community-based response team. Second, IOM will help develop specific modules on Search and Rescue as well as First Aid in the form of digital handbooks. These modules are part of a larger collection of training materials. To ensure operational reality and needs are reflected in the handbooks, IOM will conduct focus group discussions to supplement the needs assessment survey. The handbooks are designed to strengthen local responder capacity at the provincial level. This initiative directly aligns JICA’s priorities on disaster risk reduction, human resource development, and inclusive recovery, and offers a practical entry point for JICA’s contribution to the Joint Response Plan through a service contract modality.
