TOGO Carbon Transaction Facility Readiness and Implementation Support

About this project

For a need of overall USD 5 billion for adaptation and mitigation activities explained in the Togo’s NDC[1], only 117 million USD (2019) and 136 million USD (2020)[2] flowed to the country. The carbon market is a source of revenue that the country would like to explore to increase a part of its financing shortfall. In this context, Togo has established a legal framework for the implementation of carbon markets and Article 6 through the Decree 2023–034 that will require a tailored technical support for its implementation. This project is proposed within this framework and aims to address the main challenges faced by the Government of Togo in implementing carbon markets under Article 6 of the Paris Agreement. It focuses on three key outputs: - Output 1: Raised awareness and enhanced capacity of key stakeholders to engage in Article 6 cooperative approaches on an equitable basis- Output 2: Strengthened governance framework and institutional capacities for the implementation of Article 6 by defining a clear strategy and putting in place needed operational procedures for the review and the authorization of mitigation outcomes.By achieving these objectives, the project seeks to create an enabling environment for Togo to fulfill its climate change commitments effectively.
